Major reform of JR East Japan - one-man operation, hotel business ... There were screams from the scene

Heated discussion! Major reform of JR East Japan - one-man operation, hotel business ... There were screams from the scene

TV Tokyo's "Dawn of Gaia," which aired on April 18, 2025, was titled "Toward a New Era: A Once-in-a-Century Revolution," which closely followed the large-scale transformation that JR East Japan is promoting. The program introduced the huge urban development of Takanawa with an investment of 600 billion yen, the behind-the-scenes of the first one-man operation on the Tokyo metropolitan area, and the project to convert station buildings on regional routes into luxury hotels.

Voices of concern about the impact of the one-man operation in the Tokyo metropolitan area and the increase in the burden on the site

What attracted particular attention in the program was the introduction of one-man driving in the Tokyo metropolitan area. Against the backdrop of labor shortages, it seems that the aim is to improve the efficiency of operations, but there have been a number of concerns on social media about the increased burden on drivers. There were many harsh opinions, such as "It's too black to impose everything on the driver," "Human attention span is different and there are limits," and "Isn't it more of a work style reform than a work style reform?"

In addition, in response to the decrease in the number of conductors due to the shift to one-man trains, some people expressed concern about a decrease in employee motivation, saying, "People who join a railway company because they want to be a conductor will lose their goals." In terms of safety, there were also concerns about how a driver alone would respond to an emergency problem, and "I feel that I will not be able to respond even if a small accident occurs."

In the program, one-man operation on the Nambu Line was also introduced, but SNS users have linked the staffing change to the impact on the number of trains, such as "Is that why the number of trains does not increase much even if the Nambu Line is operated by one-man operation?!"

Behind the diversification strategy... Railway site personnel go to hotel business

The program also introduced diversified developments other than the railway business. In particular, there were cases of railway workers being transferred to affiliated companies such as the hotel business, and there were also critical opinions on social media about the change in staffing, such as "JR will eliminate the work of conductors and make them hotel workers and salespeople, and if they don't like it, they will be fired."

"The president says that he will reduce the number of conductors and shift them to more creative work, but isn't a conductor a creative job? If I do it, I'll quit," some people said that there were remarks that disrespected the work in the field.

Railroad fans also sympathize with the "memory of sound"

On the other hand, there are scenes in the program that focus on the "sound" of the railroad, and people are depicted recording the sound of the train with old voice recorders and smartphones. In response to this, there were voices of sympathy on social media, such as "Sound is a memory" and "Someone's memory will be born at a new station." However, there were also opinions about the direction of the program, such as "I'm watching the JR East edition of Dawn of Gaia, but I'm making fun of Ototetsu a lot."

Criticism, sympathy, and various opinions for the leaders

An interview with JR East Japan President Kise was also broadcast, and there were a variety of reactions on social media, such as harsh opinions such as "disgust for the president in particular" and sympathetic voices such as "I was moved by President Kise's aspirations."

Will the once-in-a-century reform succeed?

The large-scale reforms pursued by JR East Japan could be an important turning point that will determine the future of the railway industry. However, it can be said that this broadcast highlighted that there are many issues that need to be addressed, such as increasing the burden on the site, ensuring safety, and maintaining the motivation of employees who have supported the railway for many years. On SNS, it was harshly pointed out that this reform is "work style reform rather than work style reform", and "JR East is now giving top priority to profits, like JR West Japan before the Fukuchiyama Line derailment accident Japan ... Seriously, I'm afraid that a major accident of a comparable level will occur," and there are strong concerns about safety, and future trends will be noted.

Considerations on Railway Operations and Safety

The introduction of one-man operation on the Nambu Line may have been implemented as part of the railway industry's efforts to address labor shortages. However, while the efficiency of operations was expected to improve, the increase in service frequency has been limited, and particularly during the morning and evening rush hours, challenges remain.

Subway systems like Tokyo Metro, which have no level crossings and where pedestrian intrusion is rare, are relatively well-suited to one-man operation. In contrast, sections of the Nambu Line, such as between Shukugawara and Kuji or Hirama and Kashimada, frequently experience pedestrian intrusions at level crossings. Given that trains run at intervals as short as two minutes during the morning rush, safety concerns remain significant. Thus, while one-man operation may be appropriate during off-peak weekday hours and weekends, having conductors onboard during the busy morning and evening rush periods would likely provide greater safety and convenience.

Issues Among JR Companies and Differences in Media Coverage

JR Hokkaido has experienced issues with inadequate infrastructure management, which led to derailment and fire incidents involving express trains. Meanwhile, JR West has faced criticism for its excessive disciplinary measures towards employees who made mistakes, creating a harsh working environment that ultimately contributed to the Amagasaki derailment accident. These incidents were widely reported nationwide, highlighting concerns regarding corporate safety management and workplace conditions.

In contrast, JR East is not criticized as frequently as JR Hokkaido or JR West. However, it can be seen as combining some of the negative aspects of both companies—issues related to infrastructure management similar to JR Hokkaido and workplace environment concerns akin to JR West. From this perspective, the reason JR East is less frequently reported on may simply be due to differences in media coverage, rather than an indication that its problems are necessarily fewer in comparison to other JR companies.
